Military Pay Charts2019 military pay charts based on a 2.6% pay increase as approved in the FY 2019 Defense Budget.  The FY 2019 rates were built by applying inflation assumptions to FY 2017 active component rates. The basic pay rates reflect a 2.6% pay raise, effective January 1, 2019. The pay increase has been approved by Congress (August 1, 2018) and President Trump is signed into law on August 13, 2018.

Pay was effective on January 1, 2019 and  reflected on the first paychecks that went out on January 15, 2019.

There was zero increase in the Executive Schedule ceilings pursuant to Executive Order 13856, dated December 28, 2018.

Notes:

2. The amount of the maximum combat zone tax exclusion in effect for a qualifying month equals the sum of the basic pay for the senior enlisted member (grade E-9) payable (Basic Pay – Enlisted, Note 3) and the amount of hostile fire or imminent danger pay actually payable to the officer for the qualifying month.

3. Creditable service to be taken into account for purposes of this table is active service as an enlisted member or as a warrant officer or as both an enlisted member and a warrant officer, in the case of a commissioned officer on active duty who is paid from funds appropriated for active-duty personnel; or a commissioned officer on active Guard and Reserve duty.  Effective November 24, 2003, creditable service to be taken into account for purposes of this table in the case of a commissioned officer is service as an enlisted member or as a warrant officer, or as both an enlisted member and a warrant officer, for which more than 1,460 points have been credited to the officer for the purposes of title 10, U.S.C. § 12732(a)(2).

4. These rates do not apply to DOM students of the USUHS who do not have over 4 years (i.e., at least 4 years and 1 day) of active duty service as an enlisted member or as a warrant officer or as both an enlisted member and a warrant officer.  See the Basic Pay – Officers table for applicable rates.  DOM USUHS students with over 4 years of prior enlisted and/or warrant officer service are entitled to the O-1E rate of basic pay in this table during such active duty periods.  Also see subparagraphs 010202.A.8.

5. If a member is placed on terminal leave pending retirement immediately following the completion of service as the senior enlisted member of a Military Department, the member is entitled to the higher senior enlisted pay $8,578.50 up to a maximum of 60 days.  If a member is hospitalized, and during or immediately before such hospitalization, completed service as the senior enlisted member of that Military Department’s Armed Force, the member will continue to be entitled, for not more than 180 days while so hospitalized, to the rate of basic pay authorized for a senior enlisted member.

6. Basic pay rate for Academy Cadets/Midshipmen and ROTC members/applicants is $1,116.30.

7. Applicable to E-1 with 4 months or more of active duty.  Basic pay for an E-1 with less than 4 months of active duty is $1,554.00.

8. Basic pay for senior enlisted member (grade E-9) is $8,578.50 regardless of years of service while serving as:

  1. Senior Enlisted Advisor of the Chairman, Joint Chiefs of Staff;
  2. Sergeant Major of the Army;
  3. Master Chief Petty Officer of the Navy;
  4. Chief Master Sergeant of the Air Force;
  5. Sergeant Major of the Marine Corps;
  6. Master Chief Petty Officer of the Coast Guard; or
  7. Senior Enlisted Advisor to the Chief of the National Guard Bureau.

9. Basic pay is limited to the rate of basic pay for level II of the Executive Schedule in effect during calendar year 2019, which is $15,800.10 per month for officers at pay grades O-7 through O-10.  This includes officers serving as:

    1. Chairman or Vice Chairman of the Joint Chiefs of Staff;
    2. Chief of Staff of the Army;
    3. Chief of Naval Operations;
    4. Chief of Staff of the Air Force;
    5. Commandant of the Marine Corps;
    6. Commandant of the Coast Guard;
    7. Chief of the National Guard Bureau; or
    8. Commander of a unified or specified combatant command (as defined in 10 U.S.C. 161(c)).

10. Basic pay for pay grades O-6 and below is limited to the rate of basic pay for Level V of the Executive Schedule during calendar year 2019, which is $12,816.60.

11. O-1, O-2, and O-3 rates do not apply to commissioned officers who have been credited with over 4 years (i.e., at least 4 years and 1 day) of active duty service as an enlisted member or as a warrant officer or as both an enlisted member and a warrant officer.

12. These rates or, when applicable, the O-1E rates in Basic Pay – Officers (O1, O2 and O3) with more than 4 years of creditable service apply during periods of active service while as a DOM student of the USUHS. Also see subparagraph 010202.A.8.

E pay scale is Enlisted, W scale is Warrant Officer, O scale is Commissioned Officer.

Basic pay is determined by multiplying the projected average number of personnel by grade and the estimated average annual rate, including length of service increments, for each grade.

The military pay charts are for all U.S. Armed Forces personnel Air Force, Army, Coast Guard, Marines, Navy, and Reserves forces where applicable. Also, be sure to know your military pay dates.
